<P>PROBLEM TO BE SOLVED: To provide a recording head capable of satisfactorily covering a control wiring with a protective material, and to provide a recording device. Ž<P>SOLUTION: A thermal head X includes: heating elements H; controls ICs 60 arranged to be away from the heating elements H in directions of D3 and D4; a first conductive layer 41 that electrically connects the heating elements H to the control ICs 60; and a first protective layer 51 that covers the heating elements H and parts of the heating elements H of the first conductive layer 41. Part of the first conductive layer 41, which is not covered by the first protective layer 51, has the second wiring part 412 in which both its end faces 412a incline so as to gradually shorten as a width W<SB>2</SB>as viewed above gradually extends in the direction of arrow D5. The inclination angles θ of both ends 412a of the second wiring part 412 increase in the direction of arrow D4. An area of the first conductive layer 41, which is not covered with the first protective layer 51, and a gap between them are covered with the second protective layer 52 formed by hardening a precursor that has fluidity.
