<p><P>PROBLEM TO BE SOLVED: To provide a function for achieving power saving by increasing and decreasing transfer performance according to the number of received multicast joining messages in a router arranged in a multicast network. <P>SOLUTION: When a router does not receive any multicast joining message, a standby status is set in a power saving mode, and when the router receives a multicast joining message, transfer performance is increased in accordance with granularity such as the band of a multicast channel or the maximum band of a reception line. Also, when the router receives a multicast disjoining message, the transfer performance is decreased in accordance with granularity such as the band of the multicast channel or the maximum band of the reception line.
