PROBLEM TO BE SOLVED: To perform ventilation while recovering heat in both a clean room 1 and a smell generation room 2 such as a toilet. SOLUTION: A main ventilation device 3 having a heat recovery heat exchanger 6 preforming heat exchange between a passage 7 for air supply from outside air and a passage 8 for air discharge to outside air is provided between the passage 7 for air supply and the passage 8 for air discharge in the clean room 1. A sub ventilation device 4 having a heat recovery heat exchanger 31 preforming heat exchange between a passage 32 for air supply from outside air and a passage 33 for air discharge to outside air is provided between the passage 32 for air supply and the passage 33 for air discharge in the smell generation room 2. In the main ventilation device 3, the air supply amount by the passage 7 for air supply is set larger than the air discharge amount by the passage 8 for air discharge. In the sub ventilation device 4, the air supply amount by the passage 32 for air supply is set to be smaller than the air discharge amount by the passage 33 for air discharge.
