<P>PROBLEM TO BE SOLVED: To provide a protective agent layer forming device for efficiently, continuously supplying to a photoreceptor a powdered lubricating material produced from the block of a lubricating material such as a metallic soap. Ž<P>SOLUTION: The protective layer forming device 24 includes at least: a protective agent block 21 obtained by forming a surface protective agent for an electrophotographic image carrier like the block; a protective agent supplying member 22 supplying a powdered protective agent obtained from the protective agent block to the surface of the image carrier 1; and a pressure force applying member pressing the protective agent block against the protective agent supplying member, to bring the protective agent block into contact with the protective agent supplying member. In the protective layer forming device 24, the protective agent block is a porous body whose porosity is 2 to 15 vol.%, the surface opposite to the surface coming into contact with the pressure force applying member of the protective agent block is fixed to a base material supporting the protective agent block, and an adhesive for fixing the protective agent block to the base material exists in the pores of the surfaces of the protective agent block and the base material fixed to each other.
