PROBLEM TO BE SOLVED: To provide an information collection device, the information collection method and the information collection program, capable of efficiently collecting travel history information. SOLUTION: An information collection server 2 obtains history classification data 26, in which the travel condition including the travel start location and travel termination location of a vehicle is associated with time information of the vehicle travelled, from the navigation system for each of the vehicles. Based on the history classification data 26, the collection target vehicle for collecting probe data 28 showing the travel contents of the vehicles is predetermined at each of the time division set in advance, and the probe data 28 is collected from the collection target vehicle.
