<P>PROBLEM TO BE SOLVED: To provide a cleaning blade or a developing blade using an elastic member made of polyurethane, to which a friction lowering agent, an abrasive agent and a conductive agent are applied. <P>SOLUTION: For the cleaning blade or the developing blade, the elastic member made of polyurethane in which the composition of the polyurethane forming an edge part or a nip part and a backup layer is different is bonded to a metallic support member.
