<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of reducing blocks which can not embed additional information. Ž<P>SOLUTION: The image forming apparatus includes: a recognition means for recognizing the arrangement structure of a row including a character string in an image read from an original; a determination means for determining the size of an area to embed the additional information so that the area to embed the additional information includes at least a part of the row including the character string on the basis of the arrangement structure recognized by the recognition means; a division means for dividing the image read from the original on the basis of the size of the area determined by the determination means; and an embedding means for embedding the additional information in the image divided by the division means.
