PROBLEM TO BE SOLVED: To lower the collision probability of a packet signal even when a communication amount increases. SOLUTION: A frame prescribing unit 34 prescribes so that a frame at least including a plurality of slots is repeated, and secures some of the plurality of slots included in the frame for use of an access controller 10. An idle slot specifying unit 42 detects slots usable for communication between radio devices from the rest of the plurality of slots. A selecting unit 110 selects a slot from some of the plurality of slots for announcing idle slot information associated with the detected slot. Here, the selecting unit 110 statistically analyzes identification information and announcement slot information included in a received signal. A modulation and demodulation unit 24 and an RF unit 22 announce the idle slot information and identification information for identifying the access controller 10 with the selected slot.
