PROBLEM TO BE SOLVED: To provide a radio base station apparatus and a mobile terminal apparatus, which correspond to each mobile communication system when a plurality of mobile communication systems are mixed. SOLUTION: In a radio base station apparatus, a modulation signal of a control signal is assigned to at least one frequency region in which a system band of an LTE system is one unit in units of predetermined data blocks (CCE unit) according to a predetermined rule. In a mobile terminal apparatus, when data blocks are assigned according to the rule shown in Fig. 4(a), it is determined whether the control signal is directed to a self apparatus or not by demodulating CCEs having the same number at once in each frequency region. When the data blocks are assigned according to the rule shown in Figs. 4(b) and 4(c), it is determined whether the control signal is directed to the self apparatus or not by demodulating a specific CCE block range in each frequency region.
