PROBLEM TO BE SOLVED: To provide a network control system capable of continuing services for a low priority mobile device without disconnection to improve the service persistence rate and reduce the service (call) disconnection rate for the entire system, when priority control is carried out. SOLUTION: The network control system is characterized in that resources for services of priority lower than the ones for a service requested by an origination request are reduced in services under present execution, when the origination request for the services is transmitted and it is determined that the resources required for the services can not be secured.
