<P>PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus, which are suppressed in deterioration of image quality. Ž<P>SOLUTION: The fixing device has a first fixing part 81 and a second fixing part 82 provided along a carrying direction of a transfer material 97 with a toner film 98 formed thereon, and the first fixing part and the second fixing parts include respectively first and second heating rollers 83 and 85, and first and second pressure rollers 84 and 86. The first and second heating rollers 83 and 85 include respectively a first electric heating source 87a and a second electric heating source 87c. The heating value at both ends in the axial direction of the first heating roller in the first electric heating source is made different from the heating value at both ends in the axial direction of the first heating roller in the second electric heating source.
