<P>PROBLEM TO BE SOLVED: To attain early recovery of a delay time when delaying of a train and enhancement of service such as guide of a train at an unmanned station. Ž<P>SOLUTION: The train traveling control device includes: a ground device provided with a train guide display means, a broadcasting means and a radio receiving station; and an onboard device provided with a radio transmitting/receiving station and an execution management means. Execution management means are provided on respective trains, and execution of the respective trains is managed by transmitting/receiving a signal between the execution management means installed on the respective trains by radio without interposing the execution management device installed on ground.
