<P>PROBLEM TO BE SOLVED: To provide a base isolation construction method which absorbs the vibrational energy of an earthquake and intercepts the transmission of vibration to an upper building, by converting the lateral vibration and vertical vibration of the earthquake into horizontal rotational energy of a ball column and vertical movement of a rammer. Ž<P>SOLUTION: By fixing a case 7 to a sill 8 with bolts 12, the horizontal movement of the sill 8 and the rammer 5 is restrained, and lower ball column 2 and a plurality of support balls 3 at the bottom of the rammer 5 are made to run idle at lateral vibration, transmission of the earthquake to upper objects is prevented. Meanwhile, at vertical vibration, the rammer 5 is pushed upward through the lower ball column 2 and a plurality of the support balls 3 with which a lower sill 9 contacts, and a plurality of upper ball columns 1 are rotated laterally and pushed in the horizontal direction, which prevents the transmission of vertical vibration to the upper objects by the vertical movement of the rammer 5 which is made to rise, until being fitted to a pocket 6 carved in the upper sill 8 and the rotational movement of the upper ball columns 1.
