PROBLEM TO BE SOLVED: To generate a local magnetic field having an effectively useful intensity by the spin hall effect. SOLUTION: A local magnetic field generating device includes a spin hall effect layer 11 made of a nonmagnetic material; spin hall effect elements 113, 215 each having a curved part (a curved path of a C shape 113 or an S shape 215); a pair of electrode terminals 21, 22 for supplying currents to the spin hall effect elements 113, 215; and a power source 70 connected to the pair of electrode terminals 21, 22. Local magnetic fields 50, 51 having a large intensity are generated by using the spin hall effect elements having the curved current path of the C or S shape to accumulate polarized spin electrons 52, 53 in a minimum zone inside of the curve.
