<P>PROBLEM TO BE SOLVED: To reduce construction cost required for forming a retaining wall by completing construction work in a short period of time without requiring skilled workers for retaining wall forming work. Ž<P>SOLUTION: A retaining wall forming block 1 is composed of a foundation block 3 and a rising block 4 piled on the upper part of the foundation block 3. The foundation block 3 has a hollow part 5 formed inside to fill concrete, and a placing part 7 formed at the upper part to place the rising block 4. The placing part 7 is formed with a communicating hole 8 leading to the hollow part 5. The rising block 4 has a hollow part 16 formed inside to fill concrete, an opening 17 formed at the upper part so as to lead to the hollow part 16, and an opening 18 formed at the lower part to lead to the communicating hole 8 of the foundation block 3.
