<P>PROBLEM TO BE SOLVED: To shorten time required for program creating operation even in cross development in a virtual environment imitating a target machine. Ž<P>SOLUTION: A program developing device includes an emulator section 30 imitating the operation of the target machine, and a cross compiler section 40 creating an object file. The emulator section 30 instructs the creation of the object file 415 to the cross compiler section 40. The cross compiler section 40 receives creation instructions from the emulator section 30 and carries out preprocessing, compiling processing and assembling processing in this order to a source file 43 to create the object file 415, and transfers the created object file 415 to the emulator section 30.
