<p><P>PROBLEM TO BE SOLVED: To provide a vehicle-monitoring system capable of detecting abnormality, accompanying theft of a parked vehicle and notifying the owner of the vehicle regarding the abnormality. <P>SOLUTION: When receiving a range-finding signal from a base station 20 after parking a vehicle 10, a navigation apparatus 100 mounted on the vehicle 10 transmits range finding signal. When detecting a change in a physical distance from the navigation apparatus 100, based on the range finding signal received from the navigation apparatus 100, the base station 20 notifies a monitoring apparatus 300 regarding abnormality generation via a wide-area communications network 40.
