PROBLEM TO BE SOLVED: To provide a developing device that collects an additive released from toner and suppresses the additive from being embedded into carrier and that recycles the collected additive and improves stability of an image, and to provide an image forming apparatus using the developing device. SOLUTION: The developing device includes: a developing section 10 that stores two-component developer having toner and carrier therein; circulation paths 30, 31, and 32 connected to a developing section 10 and through which developer circulates; a developer storage section 40 disposed on the circulation path and used to store and stir developer. The developing device 61 circulates the developer between the developing section 10 and the developer storage section 40. The developing device 61 has an additive collection means 35 on the circulation passage 32, the collection means 35 being used to collect an additive added to toner and then separated.
