PROBLEM TO BE SOLVED: To provide an image forming apparatus which prevents an image defect caused by deterioration of toner by forcibly discharging toner on a toner carrier, and suppresses the deterioration of the toner by suppressing the driving time of a developing device to absolute minimum. SOLUTION: A developing device 16 is connected to a main motor 25 through a developing clutch 30. When performance of a refreshing stage is designated when turning on a power source or when restoring from a sleep mode, a main motor driving time X, a developing bias applying time Y and a developing clutch turn-on time Z are decided on the basis of absolute humidity. Thereafter, the toner is discharged to a photoreceptor drum 14 from a developing roller 16a in a state where the developing clutch 30 is kept off.
