PROBLEM TO BE SOLVED: To provide an optical coupling device for optical waveguide device or the like, capable of easily performing alignment with high accuracy in mounting a light emitting (or receiving) element and optical waveguide and to provide manufacturing method of the same. SOLUTION: The optical coupling device as an optical waveguide device includes: an air ridge type optical waveguide 36 configured to introduce external light inside or to derive internal light outside with reflection by a light reflection surface 34 formed on the end face; a light emitting or light receiving element that is arranged opposite to the optical waveguide 36 at a position opposite from the light reflection surface 34 and that emits external light or receives internal light respectively; and a support body 31 in which the optical waveguide 36 and the light emitting or light receiving element are each fixed. The light emitting or light receiving element is fixed in a prescribed position in a recess 44 formed in this support body, wherein the core 39 of the optical waveguide 36 is disposed inside the recess 44 in a position separate from the prescribed position in a non-contact state with the support body 31, and wherein the optical waveguide 36 is fixed to the support body 31 in a region other than the core 39.
