<P>PROBLEM TO BE SOLVED: To provide a method for forming a porous polymer membrane modified to have permanent hydrophilicity from an originally hydrophobic porous polymer membrane. Ž<P>SOLUTION: The method for forming the integrated hydrophilic membrane from the porous hydrophobic membrane, includes a step of exposing the porous hydrophobic polymer membrane to plasma. The plasma includes a reactive carbon dioxide species designed for forming the integrated hydrophilic membrane by covalently bonding a carboxy functional group onto the surface of the polymer membrane.
