PROBLEM TO BE SOLVED: To connect to a roaming network with permission of connection even if an PRL is not acquired for roaming beforehand. SOLUTION: A communication section 41 uses either of a first communication system and a second communication system to connect stations connecting with a public network. A memory section 47 stores a first channel list, an extracted channel list and download information. A capturing section 481 captures the first and second communication systems. A download section 482 downloads the second channel list on the basis of the download information. A main control section 480 controls the download section 482 to download the second channel list at a channel having successful capturing when the capturing section 481 succeeds in downloading according to the extracted channel list, and furthermore it controls the capturing section 481 to continue capturing according to the second channel list.
