A (first) distribution device which performs distribution to a plurality of areas includes: a storage unit which stores system information required for connection to each radio communication system which can be used in each of the areas; a detection unit which detects other (second) distribution device which performs distribution to some of the areas to which the first distribution device performs distribution; and a distribution unit which distributes as control information, system information required for connection to a radio communication system which can be used in each of the areas.  When the second distribution device is detected by the detection unit, the distribution unit distributes as the control information, system information other than the system information required for connection to the radio communication system which can be used in a area to which the control information is to be distributed by the second distribution device.  In each of the areas, it is possible to use one or more radio communication systems.
