Hydraulic setting compositions having alkoxy group-containing esters or ester salts of phosphoric acid of given formulas and including an alkali, alkali earth or ammonium salt cation. Independent claims are included for : (a) surface modifying agent for steel components; (b) process for preparation of steel-containing structural components (concrete reinforcement); (c) process for preparation of the hydraulic setting composition.
