The present invention refers to a primary settling basin having flow regulation function performed by flow regulation conventional tanks for avoiding works, and method for regulating the wastewater flow using the primary settling basin. The primary settling basin comprises a primary flow regulator and a settling unit, a distributing tank for transferring wastewater to the settling tanks, a distributing unit for delivering wastewaters to the settling tanks, a collector, a pumping unit, and a pumping unit to transfer the wastewater to the collector, so as to control the flow in the settling unit. When the amount of wastewater are introduced from the exterior, the wastewater are flown to one of the plurality of settling tanks, the same being led to the collector and introduced into the distribution tank, thus the wastewater are uniformly distributed to the respective settling tank. When the amount of wastewaters is enough, the same being introduced into the distribution tank and therefor e, distributed in a uniform manner.
