PROBLEM TO BE SOLVED: To provide a facial chip with a stem which is a cosmetic tool for putting on makeup around the eye, eyelid, and the like, and allows the cosmetic to be neatly applied onto the skin surface fully along it. SOLUTION: A base core is formed into an oval-spherical rotating body so as to prevent a twist since when the facial chip with a stem is used to apply cosmetic to the skin surface, the chip is twisted by the base core inserted in the chip of a sponge clothing body, so that the chip has an oval-spherical rotating body shape when sponge is covered by the base core and application of the cosmetic to the skin becomes easier.
