<P>PROBLEM TO BE SOLVED: To obtain an attention-calling wire or tape in an easy process eliminating a troublesome step of separately providing a spiral belt member and a reflective part for attention calling, such as the one proposed in the prior art, and to provide an apparatus and method for manufacturing the attention-calling wire or tape. Ž<P>SOLUTION: A spiral wire or tape is configured to develop a color or light emission color itself appropriate for attention calling by incorporating a dye, a luminescent material or a phosphorescent material into a raw material for manufacturing the wire or the tape, without separately preparing an attention-calling part.
