<P>PROBLEM TO BE SOLVED: To provide a roller obtaining stable and good uniform charging property and providing stable and good output image quality by improving a surface of a roller thereby reducing attachment of shaved off powder of a photoreceptor, toner and additives, etc., and to provide a process cartridge and an electrophotographic equipment with the roller. <P>SOLUTION: The roller includes an elastic layer and a cover layer including a single or a plurality of layers on the elastic layer on the outer periphery of a conductive substrate.
