PROBLEM TO BE SOLVED: To provide an access right management device and an access right management method, which properly protect an electronic document attached to electronic mail. SOLUTION: This electronic file access right management device has: a mail reception part 11 receiving electronic mail transmitted from a terminal device 4; a mail decomposition part 12 extracting the recipient address, body, and file attached to the electronic mail; an access right setting part 14 acquiring an address of a user who is likely to be permitted to have a reference right, and a permitted user address included in the possible permitted user address of the recipient addresses; a DRM (Digital Rights Management) server instruction part 13 adding the permitted user address to a reference right holder, instructing the DRM server 2 to encapsulate the attached file, and receiving the encapsulated electronic file from the DRM server 2; and a mail construction part 15 and a mail transmission part 16 attaching the encapsulated electronic file to the body of the electronic mail, and transmitting it to the permitted user.
