The invention relates to mechanical engineering, energetics and shipbuilding and is directed at supplying energy to a high power devices. The invention makes it possible to improve the energy and operational parameters of a rotary hydraulic machine. The inventive rotary hydraulic machine comprises a closed hydraulic circuit with a pump and a rotary engine in which a shaft with a rotor are mounted. At least 5 oppositely arranged decompression chambers with inlet channels are made on the outer cylindrical surface of the rotor. The outlet channels are made in the body of the engine and are connected to an annular chamber which is disposed around the rotor between the inner cylindrical surface of the body and an assembled annular shell in the form of at least 5 segments which are secured to the inner cylindrical surface of the body in such a way that they can be moved in one way by means of adjusting screws passing through calibration holes made in the segments in order to connect the annular chamber to the inlet and outlet channels.
