PROBLEM TO BE SOLVED: To provide a communication system for a diver, stabilizing communication quality, and also to provide a radio relay apparatus. SOLUTION: The communication system for a diver has: an information transmission device (diving computers 1A, 1B) attached to a diver; and radio relay apparatuses (relay apparatuses 100A, 100B) attached to air cylinders 200A, 200B used by the diver respectively. The information transmission device has an information acquiring section for acquiring information to be informed to the diver, and a first radio transmission section for transmitting by radio at least some of the information acquired by the information acquiring section as information to be informed to the diver at a predetermined output. The radio relay apparatus has a radio receiving section for receiving the information to be informed to other divers, and a second radio transmission section for transmitting by radio the received information to be informed to the other divers at an output higher than the predetermined output.
