PROBLEM TO BE SOLVED: To provide a dielectric material for a plasma display panel which forms a dielectric layer less liable to yellow even when SiO<SB>2</SB>-B<SB>2</SB>O<SB>3</SB>-ZnO-R<SB>2</SB>O-based glass powder is used as a dielectric material on a glass substrate with a formed Ag electrode, which provides a dense fired film by inhibiting the reaction of the glass powder with a ceramic powder, and which has stable dielectric strength and can be fired at a temperature of ≤600°C, and to provide a dielectric layer formed using the dielectric material. SOLUTION: The dielectric material for a plasma display panel contains SiO<SB>2</SB>-B<SB>2</SB>O<SB>3</SB>-ZnO-R<SB>2</SB>O (R<SB>2</SB>O represents Li<SB>2</SB>O, Na<SB>2</SB>O and K<SB>2</SB>O) glass powder and an inorganic pigment powder. The glass powder is made of glass which does not substantially contain PbO or Bi<SB>2</SB>O<SB>3</SB>and contains, by mol, 5-25% SiO<SB>2</SB>, 10-50% B<SB>2</SB>O<SB>3</SB>, 30-60% ZnO, 0-1% Li<SB>2</SB>O, 1-15% Na<SB>2</SB>O, 1-15% K<SB>2</SB>O, (Li<SB>2</SB>O+Na<SB>2</SB>O+K<SB>2</SB>O=2-30%), 0-2% MgO, 0-3% CaO, 0-2% SrO and 0-3% BaO (MgO+CaO+SrO+BaO=0-4%).
