PROBLEM TO BE SOLVED: To provide a fixing device that equalizes the temperature distribution in the longitudinal direction of a fixing member in passing paper, and also that reduces heat leakage from the fixing member in standby to an ambient atmosphere, and to provide an image forming apparatus having the same. SOLUTION: The fixing device includes: a fixing member 24 having a fixing heat source in the interior; a pressing member 25 for pressing the fixing member; and a heat transfer member 23 coming into contact with a portion on the surface of either one of the fixing member and the pressing member. The heat transfer member has a plurality of alternately arranged members 30, 31, in which the thermal conductivities are different in the circumference direction, on a heat insulating layer 29 consisting of a low thermal conductive material, wherein the thermal conductivity of the member of one side is larger than that on the surface of any one of the fixing member and the pressing member, and the thermal conductivity of the other member is equal to or smaller than that on the surface of any one of the fixing member and the pressing member.
