<P>PROBLEM TO BE SOLVED: To provide a non-slip pressure sensitive adhesive sheet that excels in non-slip performance and imparts the non-slip performance to mats and packaging materials such as bags, the outer surface of which requires the non-slip performance, without reducing productivity. Ž<P>SOLUTION: This non-slip pressure sensitive adhesive sheet includes a substrate, a non-slip layer formed on one surface of the substrate and composed of a coating containing an expandable microcapsule and an adhesive, and a pressure sensitive adhesive layer formed on another surface. A mean particle size of the expandable microcapsule can be set 1-50 μm in its unexpanded state. It is preferred to use a vinyl acetate resin as the adhesive.
