PROBLEM TO BE SOLVED: To provide an apparatus for generating information about a wait line at a stoplight that is capable of accurately predicting information about a wait line at a stoplight during a traffic jam or the like in a manner that corresponds to traffic lanes, a computer program, and a method for generating information about a wait line at a stoplight. SOLUTION: A lane-based traffic calculating unit 12 calculates the amount of incoming traffic on each lane using the amount of traffic measured with a vehicle sensor. A probe vehicle information specifying unit 14, using probe information obtained from a probe vehicle via a communication unit 11, specifies the time when the probe vehicle passes through a sensing area of the vehicle sensor and the time and position of arrival of the probe vehicle at the end of a wait line at a stoplight. Using the time when the probe vehicle passes through the sensing area of the vehicle sensor and the time and position of arrival of the probe vehicle at the end of the line, a line end information generating unit 15 calculates the time when the vehicle passing through the sensing area of the vehicle sensor at a certain time comes at the end of the line, and the position of the end of the line when it comes at the end.
