<p><P>PROBLEM TO BE SOLVED: To rapidly execute an intra prediction coding process. <P>SOLUTION: This intra-prediction coding apparatus 100 fixedly selects a DC prediction mode in which an intra prediction value is set uniform in each block. The intra-prediction coding apparatus 100 includes a plurality of AC processing parts 10 and a plurality of DC processing parts 20, and carries out intra-prediction encoding by separating AC components and DC components of a processing block from each other.
