<P>PROBLEM TO BE SOLVED: To inhibit increase of energy necessary for accelerating the warming up of an internal combustion engine. Ž<P>SOLUTION: An internal combustion engine temperature adjusting device 100 includes a heat transfer means such as a heat pump device 10 and a Pelletier element. The heat transfer means includes an endothermic part contacting with a heat medium to absorb heat of the heat medium, and a heat radiation part radiating heat of the heat medium which the endothermic part has absorbed by contacting with the heat medium to a heat medium. The internal combustion engine temperature adjusting device 100 supplies the internal combustion engine 120 firing fuel and taking out power with the heat medium from which heat has been transferred by the heat transfer means, and adjust temperature of the internal combustion engine 120 by heat exchange between the internal combustion engine 120 and the heat medium.
