PROBLEM TO BE SOLVED: To provide a device which can perform detection of degradation and protection of operation of a capacitor without reducing reliability of the arrangement, only by adding minimum necessary equipment to an existing system.

SOLUTION: An alternating current power supply 1 is connected to a rectifying part 2, and a smoothing part 3 is connected parallel to the output end of this part. Between the rectifying part 2 and the smoothing part 3, a current detecting part 11 is provided. To one end of the smoothing part 3, a load 13 and a power supply detecting part 14 are connected in this sequence. A control part 9 has a capacitor capacity estimating means 101 which estimates the capacitor capacity of a capacitor 3a or 3b.
