PROBLEM TO BE SOLVED: To quantize many kinds of gradations to be mixed. SOLUTION: A wave-like state countermeasure mask 44 for preventing a wave-like state of a bright area, a small droplet limitation mask 40 and a middle droplet limitation mask 42 are prepared preliminarily based on a blue noise mask, and the limitation mask is selected out of the limitation masks in response to a value of a marked pixel. A dot appearance rate is limited in response to a value (1: capable of placing a dot, 0:incapable of placing the dot) of a position of the selected limitation mask corresponding to a position with respect to an image of the marked pixel, to be quantized while error-diffused, the dots are thereby restrained from appearing deviatedly to make many kinds of dots appear.
