PURPOSE: A device and a method for processing a waste transformer with PCB(Poly-Chlorinated Biphenyl) are provided to protect an operator from harmful gas and steam by transferring and releasing the waste transformer on a working field with an exhaust device. CONSTITUTION: A pre-processor removes the insulation oil from a waste transformer. The pre-processor includes a drilling room(12), an ultrasound cleaning room(13), a cleaning room(14), a door, and a transfer unit. The drilling device is arranged on the drilling room and forms a hole on the waste transformer. An ultrasonic oscillator is arranged on the ultrasound cleaning room. A cleaning nozzle and a dry nozzle are arranged on the cleaning room. The door closes and opens the entrance and exit of each room. The transfer unit successively transfers the waste transformer to each room.
