PROBLEM TO BE SOLVED: To search for content suitable for a place based on the significance of two keywords.

SOLUTION: A frame information updating part 21 acquires a plurality of texts including one of a pair of keywords (S10007), and acquires a plurality of texts including the other keyword (S10007), and creates a relevant word list about each text (S11005). The relevant word list includes a distance between each word in the text and the keyword. The frame information updating part 21 creates significance information corresponding to the pair of keywords (S12001). The significance information includes significance and a content ID. The significance is calculated by using the distance in the relevant word list.
