<P>PROBLEM TO BE SOLVED: To provide a chemical substance sensing element for selectively and sensitively detecting a specific substance in an atmosphere, reducing a size and a measurement time, and maintaining a performance for a long time, a chemical substance sensing apparatus, a manufacturing method of a surface decoration carbon nano structure included in the chemical substance sensing element, and a manufacturing method of chemical substance sensing element. Ž<P>SOLUTION: The chemical substance sensing element includes the carbon nano structure 74 having a complex ion 72 for selectively reacting on a nitric monoxide (NO) 76 as the specific substance in the atmosphere, and a cationic functional group 73 having an ion bond to the complex ion 72.
