PROBLEM TO BE SOLVED: To provide a device for an observing viable cell capable of reducing an influence caused by the phototoxicity of the viable cell and observing and recording the dynamic state of the viable cell with the influence reduced, and a method therefor. SOLUTION: The device is used to observe the dynamic state of the viable cell of a sample arranged on a stage with the influence caused by the phototoxicity of the viable cell reduced. The device includes a light source, an irradiation beam control unit for intermittently irradiating the sample with an irradiation beam emitted from the light source, and an object lens with an object beam incident from the sample in which the irradiation beam has radiant intensity from 2μW/cm<SP>2</SP>to 90μW/cm<SP>2</SP>in a wavelength region from 350 nm to 700 nm, and has beams cut in a wavelength region shorter than 350 nm.
