<P>PROBLEM TO BE SOLVED: To provide a quake-absorbing mat and a quake-absorbing base using the quake-absorbing mat with a quake-absorbing effect, which is easy to construct and can be constituted so that a structure may not be fixed in ground by dispersing/equalizing a load of the structure. Ž<P>SOLUTION: The quake absorbing mat 13 is constructed from a plate member 13a shaped in rough polygon in top view which is formed by an elastic body, and a plurality of projections 13b formed by the elastic body projected in at least one surface of the plate member 13a. Furthermore, a quake-absorbing base 1 using the quake-absorbing mat 13 is constructed from a first base 11 laid on a base supporting a structure 2 and the quake-absorbing mat 13 laid on the upper surface of the first base 11, additionally a second base 12 fixing the structure 2 is laid on a top surface of the quake-absorbing mat 13.
