PROBLEM TO BE SOLVED: To provide a rubber composition for coating a steel cord that has adhesion to a steel cord excellent in adhesion balance among initial adhesion, heat-resistant adhesion and moist heat-resistant adhesion and can improve its resistance to oxidative deterioration. SOLUTION: The rubber composition for coating a steel cord comprises a diene rubber, 30-80 pts.wt. carbon black, 0-15 pts.wt. silica, 0.1-10 pts.wt. phenolic compound or phenolic resin produced by condensing the phenol compound with formaldehyde, 0.2-20 pts.wt. hexamethylenetetramine or melamine derivative as a methylene donor and 5-20 pts.wt. active zinc oxide having a nitrogen adsorption specific surface area of not less than 20 m<SP>2</SP>/g as measured by the BET method, each based on 100 pts.wt. diene rubber.
