<P>PROBLEM TO BE SOLVED: To move and stop an abnormality occurrence place of a moving handrail to and at a predetermined position by detecting abnormality of the moving handrail from the travel speed of a passenger conveyor. Ž<P>SOLUTION: This operation control device includes a moving handrail abnormality detecting-determining part (a speed data arithmetic operation part 15 and an abnormal data determining part 16) for determining the existence of abnormality by detecting a travel state of the moving handrail by using a speed detector 7, an abnormality occurrence position storage part 18A for storing position data by a position detector 8 when detecting the abnormality of the moving handrail, a moving distance arithmetic operation part 17 for arithmetically operating a moving distance for moving the abnormality occurrence position of the moving handrail to the predetermined position based on stored abnormality detecting position data 18A and present position data on the moving handrail by the position detector 8, and a movement control device 9 for moving the moving distance arithmetically operated by the moving distance arithmetic operation part 17 by a moving command from a maintenance device 11, and always performs maintenance work in the predetermined position by moving and stopping the abnormality occurrence position of the moving handrail to and at the predetermined position.
