The navigation method involves determining a regular Doppler shift during a displacement between control station and satellite from the one-way Doppler measurement. Another regular Doppler shift is determined during the displacement between control station and satellite from the two-way Doppler measurement. A locally effective Hubble constant with the correction factor is determined by planetary and ground-based satellite orbits.
