<P>PROBLEM TO BE SOLVED: To provide a porous carbon electrode base material prevented from causing the clogging of voids due to the over spreading of a resin or the crack of resin due to the rapid hardening and shrinkage and having high air permeability. <P>SOLUTION: Carbon short fiber paper where carbon short fibers are dispersed in a two-dimensional plane in random is impregnated with a thermosetting resin composition to obtain resin-impregnated paper and after the resin-impregnated paper is heat-pressed at a temperature fixed by a following method, the thermosetting resin composition is cured under an inert gas atmosphere with the released pressure of the press and carbonized. As the thermosetting resin composition, a thermosetting resin composition containing resol type phenol resin and novolac type phenol resin can be used.
