<P>PROBLEM TO BE SOLVED: To evaluate the scattering anisotropy of a color material using particulates, such as pigment. Ž<P>SOLUTION: A computer 100 commands a measuring device 200 to perform measurement, and specifies a measuring condition (measuring angle θ1 of back scattering, and measuring angle θ2 of forward scattering). The measuring device 200 moves spectrophotometers 203 and 204 according to the measuring condition, vertically radiating light from a light source 201 to a sample surface 205 made of a monochrome color material layer of an area ratio of 100%, and measures the spectral characteristic value of each measuring point. The computer 100 determines forward scattering intensity and back scattering intensity based on the spectral characteristic value, calculates scatter intensity ratio (forward scattering intensity/back scattering intensity), and determines existence of scattering anisotropy when the scattering intensity ratio is a predetermined value or higher.
