PROBLEM TO BE SOLVED: To provide a soil improvement construction method using a soil improving machine mounted on a marine vessel, by which method an improved land having a uniform quality and a planned form is constructed by simple operation even if a water level changes. SOLUTION: A mixing stirring apparatus 3 is used as a soil improving machine. The mixing stirring apparatus 3 includes a stirring blade 4 which stirs a soil 6 and has a nozzle for jetting a solidification agent slurry, and a stirring shaft 5 for vertically moving up and down the stirring blade 4. As the stirring shaft 5 is repeatedly moved up and stopped alternately between the lower end and the upper end of a soil improvement area A, the solidification agent slurry is jetted continuously from the stirring blade 4 at a specific jet flow rate and jet pressure. The distance of upward movement of the stirring shaft 5 of the stirring apparatus 3 is adjusted to a change in a water level for each time interval that is arbitrarily determined under an assumption that the rate of change in the water level in the determined time interval is constant so that a jet rate of the solidification agent slurry in a unit length in the vertical direction in the soil improvement area A becomes constant.
